Dishonest bussiness practice

This business is in the business of making money by getting half of the money upfront and not providing any services and would not return the money. I am not sure if it is legal to get more than 10 percent of money or $1000 whichever is less. Ray song got $1600 from us on May 2nd for architectural plan. He has not done anything since then. On July 14th he agreed to return money and keep saying check is in the mail. This person is very dishonest and misleading to clients.This review is to inform everybody about this dishonest business practices.The star rating is zero for this business.
